How did you make the Roll 3310 game? Is there a tutorial out there?

I've made the game over a year ago so my memory is little vague. I am assuming you're asking about the graphics.
I think I used Unity's 2D Pixel Perfect asset to make the screen pixelated and simply limited myself to only use 2 colors for my materials.
And no, I didn't watch a tutorial on how to make the game. Hope that helps.
